ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
CCTV:
Minimum of one high resolution, minimum of 450tvl colour day/night camera, complete with an auto iris vari-focal lens, fitted in a heated weatherproof external housing, for external coverage of each entrance
Minimum of one high-resolution colour camera with an auto iris vari-focal lens shall be fitted to each public entrance/exit. Door entrance cameras must be capable of providing good quality head and shoulder images of persons entering/leaving the premises.
There must be sufficient cameras able to cope with the normal operating illumination, located within the premises to cover all public areas.
Lighting in the foyers and outside must be of sufficient brightness to complement the quality of the camera images.
In addition to the control equipment an additional high resolution 15" monitor shall be sited in or near the bar area or foyer entrance. This will give customers and staff visible reassurance on the installation and quality of the images provided.
All equipment shall have constant time/date generation.
There shall be sufficient members of trained staff available during the hours of operation to be able to download evidence at the request of the police or an authorised officer.
CCTV warning signs shall be fitted in public areas at the premises.
The Premises Licence Holder must provide a certified letter of compliance to the specification, a copy of which must be provided to the Licensing Authority and Lincolnshire Police before licensable activities commence.
The CCTV system shall be maintained and checked every twelve months, with the Premises Licence Holder producing a letter of compliance. The Premises Licence Holder must supply a test recording to the Police Area Licensing Department to ensure that the images provided meet the evidential standards.
Recordings must be kept for minimum of 31 days.
Recordings of incidents at the premises must be made secure for inspection by the police.
An authorised officer may at any time request a recording.
The Designated Premises Supervisor or Premises Licence Holder must be able to demonstrate that they have devised a recording management system which prevents recordings being tampered with, stolen, misplaced or failure to record.
Recording equipment shall be housed in a secure room/cabinet where access and operation is strictly limited to authorised persons.
In the event of a system malfunction, the Designated Premises Supervisor or Premises Licence Holder must immediately notify the Licensing Authority 01529 414155 and Police Licensing Department 01522 885260. Details of this malfunction must be recorded in the premises incident book. Arrangements for its repair must be made without delay. The Licensing Authority and Police Licensing must be notified when the system is again operational.
It a digital multiplex recorder is installed it must meet the following requirments:
The unit shall have an on board CD/DVD writer for evidence recovery.
If a CD/DVD is used to transfer the digital CCTV images from a digital hard drive CCTV system then a write once CD-R/DVD-R medium must be used.
The disc containing the recorded images needs to be able to be played back on either Windows 2000 Professional or Windows XP.
The playback software needs to be written to the CD-R/DVD-R at the same time of writing the CCTV images. This software must be able to playback the images at full screen resolution with forward, reverse replay, including pause and slow motion.
The system must be capable of downloading/copying all the stored CCTV footage to another medium in its native format i.e an external hard drive that can be played back via a windows based computer.
OPERATIONAL STYLE
The ratio of tables to customers within the premises shall be - tables in the ratio of 1:4 customers and seats in the ratio of 1:1 customer.
An external CCTV camera to be installed to cover the whole of the outdoor seating area to the same specifications as is already in existence inside the premises.
Patrons shall not be allowed to enter or leave the premises whilst in the possession of any drink in unsealed containers. For the purpose of clarity, this means any drink whether or not it contains alcohol and leaving the premises includes leaving for any reason whether temporarily or otherwise.
All food and drinks served will be by way of waiting on staff.
All empty bottles shall be cleared from tables in the outdoor area.
A member of staff to be in the external seating area at all times, when numbers exceed 20 a further member of staff will be permanently present.
All customers must be seated at a table.
The external seating area tables to be kept clear at all times whilst not in use.
All tables, chairs and items be used to determine the boundaries of the external seating area be removed daily and stored within inside the premises or securely chained to the outside of the premises.
No alcoholic drinks to be consumed outside of the premises after 2300 hours unless accompanied with a substantive meal from the menu when open till 0000.
Last orders of alcoholic drinks should be 30 minutes prior to the closure of the premises, allowing a period of drinking up time.
When open on New Year’s Eve, the outdoor seating area will be utilised till 2300 hours, and will be by reservation bookings only
Each table cleaned as soon as customers vacate their table to ensure no littering.
Alcohol shall be supplied for consumption to customers seated at a table/tables.
Customers must be seated at a table with no standing both inside and outside the premises.
An incident/refusals book shall be kept at the premises, in which details of crime and/or disorder relating to the premises shall be recorded. The Incident book shall contain the following details;
Time, date and location of incident/refusals.
Nature of the Incident/refusal.
Names, addresses and contact details of persons involved.
Result of the incident/refusals.
Action taken to prevent further such incidents.
Each entry signed by the DPS or other responsible person employed at the premises and so authorised by the DPS; and
Retained for a period of no less than 12 months and made available to Lincolnshire Police for inspection upon request.
Staff will receive training on general safety precautions and this will be ongoing, with written records kept and made available to Lincolnshire Police and any other authority on request.
Refuse such as bottles shall be disposed of from the premises at a time when it is not likely to cause a disturbance to residents.
Customer notices to be displayed at all exits asking patrons to please leave the premises quietly and to respect the needs of the local residents.
Anyone under 18years of age accompanied by an adult unless prior permission has been granted by parents in circumstances such as a birthday party for example.
