ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Protection of Children
here shall be in place for the premises a written policy to prevent the sale or supply of alcohol to persons under 18 years of age. That policy shall require any person who appears to be under the age of 18 years to produce one of the following forms of identification:
1. A recognised proof of age card accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS).
2. British photocard driving licence.
3. Passport.
4. Any other means approved and accredited in writing by Lincoln Police Licensing Office.
All point of sale staff shall undergo training in the above policy with a record kept of the date of training, signed by the member of staff and the trainer.
This record shall be retained for 24 months from date of completion and made available to Lincolnshire Police or other parties acting on their behalf.
A notice or notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate;
1. That it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under 18 years of age.
2. That proof of age may be requested at the premises The accepted means for proof of age will be listed on the notice(s).
Alternative: Where primary use will be a restaurant
3. That it is unlawful for persons under 18 to purchase alcohol.
4. That it is unlawful for any person to purchase alcohol on behalf of a person under 18 years of age (unless the recipient is 16 or 17 years of age, is taking a table meal accompanied by an adult and consumes only beer, wine or cider with a meal.).
5. That proof of age may be requested at the premises The accepted means for proof of age will be listed on the notice(s).
Public Safety
· A tamper resistant CCTV system shall be installed in the Farm Shop and Café / Restaurant and the Elizabethan Barn , maintained in working order and operated at the premises and must be ’Fit for Purpose‘ by complying with the following conditions:
a. The system shall be used to record during all hours that the premises are open to the public.
b. Where the recording is on a removable medium (i.e. videotape, compact disc, flash card etc.), a secure storage system to store those recording mediums shall be provided.
c. The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 28 days and must be endorsed with the accurate relevant time and date.
d. The system shall be capable of monitoring and recording satisfactory colour images from each and every camera continually e.g. Multiplex facility.
e. The system must be capable of monitoring and recording entrances and exits, and any areas not easily observed by staff.
f. Any outside area used for the consumption of alcohol shall be fully covered by CCTV to the satisfaction of Lincolnshire Police.
g. The recordings shall be provided to officers of Lincolnshire Police/Local Licensing Authority on request.
h. Officers of the Lincolnshire Police/Local Licensing Authority shall be permitted access to the system at any reasonable time.
i. Signage shall be clearly displayed informing customers that a CCTV system is in operation and recording on the premises.
· There shall be provided at the premises door supervisors to such a number as the management of the premises consider are sufficient to control the entry of persons to the premises and for the keeping of order in the premises when they are used for the provision of a licensable activity.
A record/log book shall be kept on the premises by the Designated Premises Supervisor of every person employed on the premises as a door supervisor.
The record shall contain the following details:-
1. The door supervisor's name.
2. His/Her Security Industry Authority Licence Number.
3. The time and date he/she commenced and concluded their duty.
4. The door supervisors shall sign each entry.
5. The Designated Premises Supervisor or other authorised person shall also endorse each entry as having checked the authenticity of the individual door supervisor.
· That record shall be available for inspection on demand by an Authorised Officer of the Council, the Security Industry Authority or a Police Constable.
· Each entry shall be retained for a period of 24 months from date of completion.
· Door Supervisors shall be used to control the queue to the premises to ensure that customers are advised of the amount of time they are going to have to wait to gain entry and to prevent any customers who have behaved in such a way as to cause a public nuisance or disturbance from entering the premises.
· Door Supervisors remain outside the premises until the last customer has left the premises.
· Each Door Supervisors licence number will be verified by the DPS or their agent using the Internet SIA website, on each occasion of the door supervisors employment at the premises.
· This verification check will be recorded and signed appropriately by the DPS or their agent.
· Any outside area used for the consumption of alcohol shall be supervised by a sufficient number of door supervisors.
· A defined area shall be provided for dancing, performances of dance any entertainment of similar description and this area shall be cleared of all non-permanent fixtures and fittings during the activity.
· During any dancing, performances of dance or similar activity, all beer glasses shall be toughened or plastic.
· Persons who are dancing in the premises in the designated area shall not continue to consume food or drink of any description within that designated area.
· There shall be clearly displayed signage stating
“ Persons who are dancing in the premises in the designated area shall not continue to consume food or drink of any description within that designated area.
The Designated Premises Supervisor or their agent is required to enforce this condition.”
· Free cold drinking water shall be available at all times on request.
· The licence holder shall give 6 months notice to Lincolnshire Police, Licensing Office, West Parade, Lincoln LN4 1YP of any open air event and / or any event where the anticipated attendance is more than 499 persons. This is in order to allow for a police decision as to the requirement for a Safety Advisory Group.
· The licence holder shall comply with all advice, guidance and timescales given by the Safety Advisory Group for the particular event.
· A written risk assessment shall be completed for each marquee on every separate occasion it is used for any licensable activity.
· The licensable activity of the provision of facilities for dancing will be confined to marquees with a purpose built dance floor and used only in combination with wedding dinners.
· The licence holder or their representative shall conduct regular assessments of the noise coming from the premises on every occasion the premises are used for a licensable activity and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents.
· The provision of live or recorded music at that part of the premises known as the Little House (and in any associated marquee) shall cease at 2300 hours.
