ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
The prevention of crime and disorder:
A tamper resistant CCTV system shall be installed, maintained in working order and operated at the premises to the satisfaction of Lincolnshire Police.
CCTV will cover all licensed public areas inside of the building, and the area where alcohol is stored.
Recordings of incidents at the premises must be made secure for inspection by the police, or licensing authority, and provided on lawful request. This means that a member of staff shall be available within 24 hours or by prior appointment who can operate the CCTV system and provide recordings in accordance with lawful requirements.
All alcohol will be stored securely in a location out of view of the public attending the shop.
Deliveries of alcohol will only be to identified individuals at private addresses and not to persons in public spaces.
Alcohol sales will not be permitted to ‘walk-in’ customers or customers collecting their own pre-ordered food for taking away.
Alcohol will only be sold as ancillary to a delivery meal.
Public safety:
An incident/refusals book shall be kept at the premises, in which details of all refusals and crime and/or disorder relating to the premises shall be recorded. The Incident book shall contain the following details.
Time, date and location of incident/refusals.
Nature of the Incident/refusal.
Names, addresses and contact details of persons involved.
Result of the incident/refusals.
Action taken to prevent further such incidents.
Each entry signed by the DPS, or other responsible person employed at the premises and so authorised by the DPS; and retained for a period of no less than 12 months and made available to Lincolnshire Police for inspection upon request.
The prevention of public nuisance:
There shall be placed at all exits from the premises in a place where they can be seen and easily read by the public, notices asking customers to respect the needs of residents and requiring customers to leave the premises and the area quietly.
The protection of children from harm:
The premises shall operate in accordance with the Challenge 25 scheme. The scheme operates on the basis that, whilst alcohol may be sold to persons aged 18 years and over, at the point of delivery any person who appears under 25 years of age will be asked for a valid form of identification. The only acceptable forms of valid ID are a: proof of age card bearing the PASS hologram logo; passport; UK photo driving licence or Military ID.
Alcohol will not be delivered to any person who is challenged and fails to provide an acceptable form of ID.
Any refusals shall be fully documented in the premises refusal log.
All delivery drivers shall undergo training in the challenge 25 proof of age scheme and all other relevant policies with a record kept of the date of training, signed by the member of staff and the trainer. Each entry shall be retained for a period of 12 months from date of completion. This record shall be made available for inspection by Lincolnshire Police Officers or other relevant authority. Training shall be refreshed every 12 months.
When telephone orders of alcohol are placed, the member of staff will check that the person placing the order is over 18 and remind the customer of the Challenge 25 policy that will be applied upon delivery.
All customers must confirm when buying alcohol online, through an appropriate statement that they are over the age of 18.
