ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
A written policy shall be in place in respect of the prevention of sales of alcohol to minors, and that policy shall incorporate the Challenge 25 Scheme (Underage Sales Policy). This shall be written and maintained by the Designated Premises Supervisor, who shall be fully conversant with the details of such policy at all times. The policy shall be retained at the premises and made available to the Police, Licensing Authority or Trading Standards department upon request.
That Under Age Sales policy shall require any person who appears to be under the age of 25 to produce one of the following forms of identification:
Photo Driving Licence.
Passport.
Home Office approved Official Identfication card bearing a photograph and date of birth, for example HM Forces or European Union Identification.
A Proof of Age card accredited by the British Retail Consortium Proof of Age Standards Scheme (PASS) bearing a photograph, date of birth and authenticated with the PASS hologram.
A notice or notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate that it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under 18 years of age.
A register of refusals of sales of alcohol shall be kept and be available for inspection by the Police, Licensing Authority and Trading Standards department.
A written training policy in respect of the premises' Underage Sales Policy shall be produced and maintained by the Designated Premises Supervisor. The policy shall be retained at the premises and made available to the Police, Licensing Authority or Trading Standards department uopn request.
All existing staff shall be trained on the Underage Sales Policy and shall not undertake the sale of alcohol until such time that such training is completed.
Any new members of staff shall be trained on the premises' Underage Sales Policy within 2 weeks of the commencement of their employment. Until such time that this training is completed, that person shall not undertake the sale of alchol to any person.
All members of staff shall undertake annual refresher training on the premises' Underage Sales Policy.
The Designated Premises Supervisor shall be responsible for keeping and maintaining a written record of staff training on the premises' Underage Sales Policy detailing the following:
Name of member of staff.
Name of trainer.
Date the training was completed.
Staff member and trainer to sign the authenticity of the record.
Each entry shall be retained for a period of 2 years from the date of completion.
The training record shall be retained at the premises and made available to the Police, Licensing Authority or Trading Standards department upon request.
