ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
There shall be no more than 11 performances of adult entertainment within a 12-month period, with at least 28 days between each event and any such events not lasting for more than 24 hours.
During these performances the performers will have a separate changing area away from the customers, the performers will not physically interact with the audience.
All staff responsible for selling alcohol that do not hold a valid personal licence shall receive training in the Licensing Act 2003, the licensing objectives, conditions of the premises licence and Challenge 25.
Training will be refreshed every 6 months and a record of the training given (including who the training was provided by, to whom, and when) The training records will be retained on the premises for a minimum of 12 months and will be available on request for viewing for authorised persons.
The licence holder will be on site during any performances of adult entertainment.
If the venue is to be hired out for a private booking, one of the conditions of private booking is that we will supply our own fully trained staff to sell alcohol.
If the venue is hired out for a private booking where alcohol sales are not required, a member of staff will always be on site.
A CCTV system will be installed, it will be recording and maintained to be in good working order to the satisfaction of Lincolnshire Police.
There will be a high-resolution colour camera fitted to the public entrance/exit to provide a quality head and shoulder image for facial recognition/identification purposes of all persons entering/exiting the venue.
There will be sufficient cameras installed to be able to cope with the normal operating illumination to reasonably cover all licenced public areas.
Recordings will be kept for a minimum of 28 days and endorsed with the accurate, correct time and date.
Police and authorised licensing officers will be able to view immediate playback of any incident on the premises.
Recordings of incidents at the premises will be provided to the police following lawful request.
If a member of staff cannot immediately provide access to the CCTV recordings when requested, this will be provided to relevant authorities within 24 hours of the request.
The recording equipment will be housed securely and will only be able to be operated by authorised persons.
During adult entertainment events, 2 SIA door staff will be employed who will remain onsite until the venue closes. During these events one security staff will be positioned on the entrance and one in the main audience area.
At all other times the premises is open for licensable activities, a risk assessment will be carried out to determine the requirement of SIA registered door staff. A copy of this risk assessment will be held on the premises and will be available for inspection on request by authorised persons.
On any occasion where door staff are employed the following will apply:
A record will be maintained of every person employed as door staff which will include:
The staff members name,
Their SIA licence number,
Time and date they started and finished,
The staff member's signature.
This will be checked and signed off by a member of the premises management team and kept for a minimum of 12 months on site.
All staff will take all necessary measures to ensure glassware and alcohol drinks are not removed from the premises by customers at any time, regardless of whether the customer is leaving temporarily.
An incident/refusals record will be kept at the premises. This log will record all details of crime/disorder and full details of the incident such as;
Nature of the incident,
Names, addresses and contact details of persons involved,
Result of the incident,
Action taken to prevent future similar incidents,
Each incident noted and signed by the DPS.
This log will be held on the premises for a minimum of 12 months and will be available for inspection by authorised persons.
A private changing area will be provided for entertainment performers, and a safeguarding policy will be always written and adhered to in relation to adult entertainment.
External doors and windows will be kept closed when regulated entertainment is being provided on the premises.
A receptacle for discarded smoking materials will be provided on the curtilage of the premises. At the end of the evening this area will be checked and cleared of any litter.
Notices will be displayed at all exits asking customers to leave the premises quietly and to respect the residents.
Regular assessments of noise will be carried out by the DPS to ensure it is not causing a nuisance to local residents.
The premises will operate the 'challenge 25' policy to prevent the sale of alcohol to persons under the age of 18.
Identification that will be accepted will be;
A recognised proof of age card credited under the British retail consortiums proof of age standards scheme (pass),
A photo driving licence or
A passport.
Challenge 25 posters will be prominently displayed at the premises.
Under 18's are prohibited from entry to the premises during any adult entertainment events. This will include any staff under the age of 18.
All children permitted on the premises must be always accompanied by a responsible adult.
