ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A refusals register will be maintained and include all incidents were a sale of alcohol is refused. The register shall contain the following information:
• Time
• Date
• Reason for refusal
• Details of the person (if available)
• Description of the person
All entries shall be countersigned by the DPS
After 23:00 all external doors and windows must be kept closed, other than for access and egress in all rooms when events involving amplified music or speech are taking place.
After 23:00 no Regulated Entertainment will be provided externally.
Children under the age of 16 are not permitted on the Premises without a responsible adult.
All staff responsible for selling alcohol shall receive training in the Licensing Act 2003 in terms of the licensing objectives, offences committed under the Act and conditions of the Premises Licence, with refresher training carried out every 12 months.
Written records of this training shall include the signature and date of the person trained, countersigned by the trainer.
Training records will be retained for a period of no less than 12 months and made available upon request to police and authorised officers of the Licensing Authority.
Alcohol storage for events held on the ‘Paddock’ and at the ‘Hive’ will be securely locked in a room contained within the ‘Hive’ building with only authorised persons having access to keys.
At times when alcohol is made available for sale, alcohol products will be supervised at all times by a responsible person nominated by the DPS.
For every ‘simulated shoot’ event there will be a nominated ‘Host’ supervising the event.
For those clients taking part in the ‘simulated shoot events’ a risk assessment document must be signed prior to the commencement of the event, which includes the following statements:
• Clients are fully aware that any alcohol purchased and consumed at the ‘Hive’ during a day they participate on a simulated shoot event will be recorded in writing by the host or person responsible for the alcohol sale.
• Alcohol can only be purchased/consumed from the ‘Hive’ following the conclusion of the shoot morning and afternoon sessions. The ‘Host’ will clearly inform clients when the shoot morning and afternoon sessions have concluded.
• All firearms must be securely locked away prior to the purchase/consumption of any alcohol at the ‘Hive’.
• No firearms are permitted at all within the ‘Hive’ building
• A notice must be displayed in the ‘Hive’ in a prominent position adverting the above information.
The shoot ‘Host’ must document in writing the time at which the morning and afternoon sessions for ‘simulated shoot events’ have concluded. These records should be retained for a period of 12 months and made available for inspection by Lincolnshire Police.
Records will be made by the host or person responsible for alcohol sales of all alcohol sales to clients following the conclusion of the morning and afternoon sessions of ‘simulated shoot events’. These must be retained for a period of 12 months and made available for inspection by Lincolnshire Police. The information must include:
• Time and date of the sale
• Description of alcohol beverages purchased and name of the person consuming such drinks
An incident/refusals book/electronic record shall be kept at the premises, in which details of crime and/or disorder relating to the premises shall be recorded. This log shall contain the following details:
Time, date and location of incident/refusals.
Nature of the Incident/refusal.
Names, addresses and contact details of persons involved.
Result of the incident/refusals.
Action taken to prevent further such incidents.
Each entry signed/reviewed by the DPS or other responsible person employed at the premises and so authorised by the DPS; and Retained for a period of no less than 12 months and made available to Lincolnshire Police for inspection upon request.
The licence holder or their representative shall conduct regular external assessments of the noise coming from the premises on every occasion the premises are used for a licensable activity and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents.
There shall be placed at all exits from the premises in a place where they can be seen and easily read by the public, notices asking customers to respect the needs of local residents and requiring customers to leave the premises and the area quietly.
The premises shall operate the "Challenge 25" Proof of Age Policy to prevent the sale or supply of alcohol to persons under 18 years of age. The policy shall require any person who appears to be under the age of 25 years to produce one of the following forms of identification:
• A recognised proof of age card credited under the British Retail Consortiums Proof of Age Standards Scheme (PASS);
• Photo driving licence;
• Passport.
Notices shall be prominently displayed advising customers of the “Challenge 25” policy
All point of sale staff shall undergo training in the challenge 25 proof of age scheme and all other relevant policies with a record kept of the date of training, signed by the member of staff and counter signed by the trainer.
Each entry shall be retained for a period of no less than 12 months from date of completion and training refreshed every 12 months. This record shall be made available for inspection by Lincolnshire Police Officers or other relevant authority.”
