ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A) General
1. One ticketed music, arts and culture festival may take place on the site in each calendar year for up to four consecutive days beginning on a Thursday and finishing in the early hours of the following Monday.
2. The maximum number of members of the public on site at any one time shall not exceed 24,999. This figure excludes performers, staff, contractors and accredited guests.
3. The organiser shall give at least four months' written notice of the proposed Event to the Responsible Authorities and NKSAG.
4. The organiser will attend at least one North Kesteven Safety Advisory Group (NKSAG) meeting prior to the Event.
5. A full Event Safety Management Plan (ESMP) will be shared with SAG at least one month prior to the Event.
6. The ESMP shall include sections covering, as a minimum: organisational structure and contacts; licensing objectives; crowd management; security and stewarding; alcohol management; crime reduction and drugs policy; capacity control; fire safety; campsite management; cleansing and waste; communications; temporary demountable structures; site safety; sanitary facilities and drinking water; medical and welfare; concessions and bars; management of bars and sale of alcohol; power and electrical; incident and emergency plans including major incident; transport and
TMP; noise management; accessibility, safeguarding and vulnerable persons policy; welfare; site plan; counter terrorism; policy in relation to violence against women and girls; and public health requirements applicable at the time.
7. An Event Liaison Team (ELT) shall operate during the Event with representation from the organiser and Responsible Authorities as agreed. ELT meeting times shall be detailed in the ESMP. Any material operational change during live hours shall be agreed via the ELT.
8. Public access shall be by ticket only. Staff, artists, traders, suppliers and contractors shall hold and display accreditation.
9. The organiser shall maintain Public and Employers' Liability insurance of not less than £10 million per occurrence and produce evidence on request.
10. After each Event, a debrief will be held with NKSAG.
B) The prevention of crime and disorder
11. The organiser shall employ a recognised security and stewarding provider. Security and stewarding shall be delivered in accordance with the Security and Stewarding Plan within the ESMP
12. All security staff and stewards will be easily identifiable and have appropriate training for their duties. A register will be maintained of all stewards and security staff employed before, during and after the Event containing their full names, date of birth, home addresses, employers, Event specific identification and where appropriate, their SIA registration details. These details will be made available to Lincolnshire Police and the Licensing Authority. All security and stewards will be fully briefed on the relevant particulars of the Event and report or take other appropriate action in relation
to any suspicious activity.
13. Entry is conditional upon search in accordance with the Search Policy in the ESMP. Persons refusing a search shall be refused entry.
14. On all entrances, notices will be prominently displayed stating: It is a condition of entry to the Event that all persons agree to be searched. Entry to the Event will be refused to any person who appears to be drunk and/or under the influence of drugs and/or is acting in a threatening or violent manner. All incidences of crime and disorder will be reported to Lincolnshire Police.
15. A Drugs Policy shall be implemented, including amnesty arrangements, seizure, recording, evidencing and safe disposal. The DPS or Premises Licence Holder shall notify the Police as soon as reasonably practicable of any seizure of illegal drugs or offensive weapons. This relates to ticketed attendees, staff, traders, and contractors.
16. A Counter Terrorism Plan proportionate to the prevailing national threat level shall be implemented, including ACT training, suspicious item/person protocols and reporting.
17. An Alcohol Management Plan shall be implemented in accordance with the ESMP, including Challenge 25, staff training, refusal records and bar SOPs. Bars shall be managed by a Personal Licence Holder and supported by SIA stewards where required.
18. Glass control: Other than in controlled and contained zones, no drinks in glass bottles or glass drinkware shall be dispensed and the organiser shall take reasonable measures to prevent the public bringing glass onto the Licensed Premises.
a) Controlled venues where the audience is seated and contained will be barriered/cordoned off or stewarded or managed by restaurant or venue teams, to ensure that no glass is taken into the wider site.
b) Decanting shall be offered at exits; no glass shall be permitted to leave the designated area
c) Glass bottles shall be disposed of in back-of-house bins inaccessible to the public
d) Related procedures shall be set out in the ESMP and Alcohol Management Plan
C) Public Safety
19. Crowd management shall be delivered in accordance with the Crowd Management Plan within the ESMP, including ingress, egress, circulation, density thresholds, pit management and show-stop/evacuation triggers.
20. A Traffic Management Plan shall be implemented in accordance with the ESMP, including routes, TTROs, signage, shuttle and coach operations, taxi and pick up and drop off areas, pedestrian routes and a dedicated blue route, which shall be kept clear at all times.
21. Medical and welfare provision shall be delivered in accordance with the Medical Plan and Welfare Plan, including staffing matrices, treatment facilities, rendezvous points, safeguarding pathways and integration with Event Control.
22. Safeguarding arrangements, including provisions for vulnerable persons and measures to address Violence Against Women and Girls, shall be implemented as set out in the ESMP appendices.
23. Temporary demountable structures shall be installed, inspected and certified in accordance with the ESMP. Completion certificates and any structural calculations shall be available for inspection on request.
24. The event website will be used to publish information for patrons on how best to keep themselves and their property safe
25. Electrical installations and equipment shall comply with the Electricity at Work Regulations 1989 and relevant guidance. No petrol-driven generators shall be used.
26. Adequate sanitary provision, hand washing and drying facilities and free drinking water shall be provided in accordance with the ESMP and relevant guidance, proportionate to attendance and audience profile.
27. Adequate temporary lighting shall be provided to maintain safe access and egress on identified routes during hours of darkness. A lighting check shall take place prior to opening.
28. A Fire Risk Assessment and Fire Safety Plan shall be implemented, including equipment provision, access routes and evacuation procedures, and shall be approved by the relevant Fire and Rescue Service.
29. The organiser shall collate risk assessments, method statements, insurance and health and safety policies for its contractors and shall make these available to the Licensing Authority on request.
D) The prevention of public nuisance
30. A qualified noise consultant shall be appointed no later than 12 weeks prior to the Event to prepare a Noise Management Plan (NMP). The NMP shall be approved by the Environmental Protection Team at least eight weeks prior to the Event and shall
include monitoring locations, propagation testing, control methodology, complaint handling and reporting.
31. A sound propagation test shall take place at least three hours prior to opening, at times agreed with the Environmental Protection Team.
32. During the hours when regulated entertainment is permitted, mixer position control limits shall be set to achieve the following Music Noise Levels (MNL) at the identified monitoring locations:
a) 09:00--23:00 --- 60 dB LAeq,15min and 80 dB LCeq,15min;
b) 23:00--24:00 --- a phased reduction as agreed each year in the approved NMP to achieve the limits in C by 24:00;
c) 24:00--02:00 --- 45 dB Leq, 5min and 65 dB LCeq, 5minute I
33. Sound checks and rehearsals shall only take place between 09:00 and 17:00 and be no longer than three hours.
34. The premises Licence Holder shall ensure that any sound system supplier, sound engineer or sound equipment operator is informed of the noise conditions contained within the licence and that they will be required to comply with any instructions given to them by the premises licence holder or the Premises Licence Holder’s Noise Control Consultant.
35. The noise consultant shall monitor mixer positions and agreed community receptors and advise sound engineers to ensure limits are not breached. The results of monitoring and any complaint investigations shall be provided in a compliance report within 10 working days of the Event.
36. The organiser shall undertake pre-event community communications including letter drops to agreed locations, posters in agreed villages and a staffed hotline during live hours. The locations and content shall be agreed with the Licensing Authority no later than 3 months prior to the commencement of the event.
37. The Event website will be used to publish information for patrons on how best to keep themselves and their property safe.
38. No steel work shall take place between 20:00 and 08:00.
39. A recognised waste management company shall be contracted to collect litter during and after the Event. A Waste Management Plan, including recycling protocol, shall be implemented and made available to NKSAG.
40. Vehicle movements within the Licensed Premises during public opening shall be limited to those essential for safety or operation and controlled to protect the public and staff.
41. Appropriate arrangements will be made for fencing, barriers, gate systems, security and other provision to prevent unauthorised access to the Licensed Premises and to manage entry to the Licensed Premises.
42. The organiser shall maintain a Compliance Register at Event Control, which can be produced for inspection immediately on the request of an authorised officer, containing:
a) Security and stewarding deployments and SIA details, including badge number/name, start and finish times for each person; b) Incident and ejection records, including time, date, location, details of anti-social behaviour, names and registration numbers of security personnel involved, names and personal licence numbers of staff involved, names and numbers of any police
officer attending, police incident/crime number, and full contact details of any witness;
c) Refusals at bars;
d) Searches, seizures and amnesty records;
e) ELT decisions and any material changes;
f) Details of Personal Licence Holders and the DPS on duty. Records shall be retained for at least 12 months after the Event.
43. A copy of the Premises Licence and its conditions shall be available for inspection on site at all times the premises are open to the public.
E) The protection of children from harm
44. Admission shall be strictly 18+. No tickets shall be sold to persons under 18 years and no person under 18 years shall be admitted to the Event. ID checks will take place on entry and the restriction shall be published in advance.
