ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Membership of a local pubwatch scheme (where one exists) is required and would include registration.
There will be adequate seating in all areas to prevent the possibility of vertical drinking.
No special effects equipment shall be used in the premises under the terms of the licence, unless approved by the Licensing Authority. This includes equipment using heat source to introduce effects, ie pyrotechnics, generators and holographs.
Applications for consent to use such special effect shall be made by the licensee in writing at least 28 days before the first performance of the entertainment and shall give full details of its proposed use, together with the date and time of any rehearsal.
Where there are any offensive smells created on the premises, provision shall be made for such smells to be vented from the premises so that they do not cause a nuisance to nearby premises.
Persons who appear to be under the age of 18 years shall be required to produce proof of age by way of one of the following:
- a recognised proof of age card accredited under the British Retail
Consortiums Proof of Age Standards Scheme (PASS)
- photo driving licence
- passport
- Citizen card supported by the Home Office
- Official ID card issued by HM Forces or European Union bearing a photograph and date of birth of the holder
Children under 18 are not allowed to sit or stand at the point of sale (the bar)
Children under 18 are not permitted on the premises after 8pm with the exception of private parties in the function room.
Alcohol may be served until half an hour before the terminal hour for regulated entertainment for PRIVATE FUNCTIONS in the function room providing 21 days notice of these functions are given to the police.
Should the room be used for non-private functions the following conditions will apply:
1) There shall be a minimum of two door supervisors for the first 100 persons and a minimum of one door supervisor per 100 thereafter. Door supervisors will be registered with the Security Industry Agency (SIA). The door supervisors will be on duty from 9pm until the premises close.
2) A log book shall be maintained at the premises, in which shall be recorded the following details:-
(i) the door supervisor's name;
(ii) his/her Security Industry Authority licence number;
(iii) the time and date he/she starts and finishes duty;
(iv) each entry shall be signed by the door supervisor.
That log book shall be available for inspection on demand by an Authorised Officer of the Council, the Security Industry Authority or a Police Constable.
3. CCTV Requirements
A tamper resistant CCTV system shall be installed, maintained in working order and operated at the premises to the satisfaction of Lincolnshire Police and must be ‘Fit for Purpose’ by complying with the following conditions;
The system shall be used to record during all hours that the premises are open to the public.
Where the recording is on a removable medium (i.e. videotape, compact disc, flash card etc.), a secure storage system to store those recording mediums shall be provided.
The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 28 days and must be endorsed with the accurate relevant date and time.
The system must be capable of monitoring and recording entrances and exits, and any areas not easily observed by staff, including access area to toilet facilities.
The system shall be capable of monitoring and recording satisfactory colour images from each and every camera continually e.g. Multiplex facility.
Officers of the Lincolnshire Police shall be permitted access to the system at any reasonable time.
Signage shall be clearly displayed informing customers that a CCTV system is in operation and recording on the premises.
