ANNEX 3 - CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
Notices
1. There be displayed clearly in the entrance to the premises a notice stating that the premises may search customers and that the premises may refuse entry to a customer who refuses to be searched.
2. There be displayed clearly in the entrance to the premises a notice stating that no alcohol will be served to persons who appear to be under 18 years of age and that the premises may require customers to present proof of their age.
3. There be retained on the premises the details of all those persons who have refused to be searched, such information to be retained for not less than twenty-four months. The information to include details of the time and date of each incident, a description of the person refused and, if possible, the name of the person.
4. There be retained on the premises the details of all those persons who have been refused alcohol, such information to be retained for not less than twenty-four months. The information to include details of the time and date of each incident, a description of the person refused and, if possible, the name of the person and the reason for refusal.
Door Staff and Incidents
5. There be retained on the premises a copy of the SIA register relating to the names and details of the door staff engaged and the dates and times on which they worked, such information to be retained for not less than twenty-four months.
6. On Friday, Saturday, all public holidays, Christmas Eve and New Year’s Eve from 2130 until the close of the premises there shall be a minimum of two door supervisors in operation at the premises.
7. A radio link shall be on and available for use during all the hours that the premises are open for licensable activities.
8. Every incident of crime or disorder be recorded in an incident book, such information to be retained on the premises for a period of not less than twenty-four months. Each record to contain the time, date and location of the incident, the nature of the incident, a description of the persons involved, if possible the names and contact details of the persons involved, the result of the incident and any action taken.
9. There shall be retained on the premises the details of all those persons who have been excluded from the premises and/or who are not to be permitted entry, such information to be retained for not less than twenty-four months.
10. All drinks to be served in hardened glass or polycarbonate vessels
11. Customers shall not be permitted to take glass or polycarbonate vessels outside the premises.
CCTV
12. The CCTV system shall be on and in operation during all the hours that the premises are open for licensable activities, recording all the areas as shown on the map annexed to these conditions.
13. The CCTV recordings be kept on the premises, unedited and for a period of not less than 28 days
14. At any time when a licensable activity is being carried on, there be on the premises a person able to operate fully the CCTV system and who is able to download the footage on the request of a police officer.
15. The premises provide to the Police immediately upon request a copy or copies of all requested CCTV footage save where impractical to do so, in which case the premises must make such copy or copies available for Police collection within twenty four hours from the time of the request.
Barriers
16. On Friday, Saturday, all public holidays, Christmas Eve and New Year’s Eve from 10.00pm until the closure of the premises all the metal barriers that the premises has installed must be and remain erected from the corner of Southgate and Station Road to outside 86 Southgate.
Adult Entertainment
17. No form of approved adult entertainment shall take place on the premises. (Approved adult entertainment is accepted as including striptease, nudity, the wearing of see through material, lap dancing, table dancing, and pole dancing and entertainment of a similar nature and includes any such activity displayed on a screen or forming part of another licensable activity
Conditions of Entry
18. (a) After 1.30am, no persons other than staff, the police, licensing officers and/or the emergency services be permitted to enter or re-enter the premises save in accordance with paragraph 18.(b).
18.(b) Any person who has been admitted to the premises before 1.30am may not re-enter the premises after 1.30am save where:
(i) the premises have stamped that person’s hand or wrist with an ink-stamp or attach to their wrist a single-use wrist band; and
(ii) the person presents the stamped hand/wrist and/or wrist band to a doorman before being permitted re-entry; and
(iii) the stamp on the hand/wrist and/or wrist band is visible to the doorman; and
(iv) before re-entering the premises, the person shows the stamp and/or wrist band to the CCTV camera present on the door, named on the attached plan as camera 1
